As part of the enrollment process for all study programs, examination committees must check whether the right to admission to examinations of individual applicants is still valid or whether a previous loss of the right to admission to examinations (usually in another study program) is relevant for the desired study program and therefore requires rejection of the enrollment application.
As part of the enrollment process , the examination committee must process applications:
- if the right to admission to examinations was recorded as “cannot be determined” during the placement decision
- if the applicant declares during enrollment that they have lost the right to admission to examinations or the administrative staff determines that this needs to be reviewed.
Instructions: Review right to admission to examinations

You can identify applications for which the right to admission to examinations must be reviewed at the time of enrollment by the following: a green check-mark appears under Admission Status (ZUL) indicating admission granted, and a yellow exclamation mark appears under Enrollment Requirements (EVS) indicating enrollment requirements temporarily not fulfilled.

4. Review of Information and Documents under “For Enrollment”
In the “For Enrollment” section, review the following:
- the document “Transcript including passed and failed exams (Enrollment)”
- - The text field entry “Details on the right to admission to examinations” Clicking the magnifying glass icon displays the applicant’s information.
When submitting their enrollment documents in C@MPUS, applicants are prompted to provide information about their right to admission to examinations in this text field: - The entry “No” means that no examinations were definitively failed in a study program in Germany. These applications are usually not assigned to the examination committee.
- The entry “Yes” means that the applicant has definitively failed examinations in a study program in Germany. In this case, the applicant is required to provide further details in the text field regarding the definitively failed examination (module, subject, intended degree, and university). These applications are assigned to the examination committee for assessment of the right to admission to examinations.
5. Entry of the document status
Please enter the appropriate document status for the “Transcript of Records”.
The document status “not OK” for the text field “Details on the right to admission to examinations” (“The right to admission to examinations for the requested study program must be reviewed internally by the responsible examination committee. This may take some time. Once the review is complete, the document status will be updated here”.) remains unchanged and does not need to be modified.
Once the BZE department has completed processing the case, the status will be recorded.
If the transcript uploaded is sufficient for your review and processing, enter the status “OK” here.
If the uploaded transcript is not sufficient for your review and processing, enter the status “not OK” here, and select the appropriate error code from the list of error indicators. You can display the error message text by clicking the blue info icon. Alternatively, you can select the free text entry to enter a custom error message using the pencil icon.
The applicant will be informed by e-mail and may upload revised documents within the registration deadline. Please check regularly to see whether the applicant has uploaded corrected documents.
Click Save to confirm your entries.
If the documents in the “Transcript of Records” section are sufficient for processing, continue reviewing the application.
Select “Right to admission to examinations confirmed”, and proceed with Step 7.
Enrollment can then proceed accordingly.
If the right to admission to examinations (for the chosen study program) is not confirmed, select “Right to admission to examinations not confirmed” under the “Actions” section, and save your entry by clicking the “Make decision” button. The processing of this application by the examination committee is then complete. As a result, the BZE department will issue a rejection because of missing right to admission to examinations.
If it is not possible to make a final decision on a right to admission to examinations by the end of the registration deadline (e.g., because an examination result is still pending) or if no meaningful documents were submitted, select “Right to admission to examinations cannot be determined” and proceed to Step 7: Placement.
As a result, the enrollment will be rejected.
Click Save to confirm your entries.
7. Entry of “Assigned semester = 1” is required.
For C@MPUS to save your decision, a number must be entered in the “Semester assigned” field within the “Basic application data” section.
If the application is for the 1st semester (Semester requested = 1), please enter a 1 in the “Semester assigned” field.
If the application is for a higher academic semester (Requested semester > 1), you do not need to enter anything in the “Assigned semester” field. In these cases, a number is pre-filled from the placement decision. These are cases in which the right to admission to examinations was recorded as “cannot be determined” during the placement process.
8. Enter recognitions and notes
- Recognition: For the review of the right to admission to examinations for enrollment, no recognitions are intended. Please do not enter anything here. Entries under “Recognitions” are not printed in the notification.
- Note: This is a text field where you can enter custom content. However, you may use this field to note if failed attempts need to be credited. This field is printed in the notification.
- Additional graded assessments: For the review of the right to admission to examinations, the entry of additional graded assessments is not intended. Please do not enter anything here. Entries under “Additional graded assessments” are not printed in the notification.
9. Review of the “Notification on right to admission to examinations”
You can preview the “Notification on right to admission to examinations” at any time via “Show notification” in order to check the formatting of your entries on the notification.
10. Make decision
When processing is complete, everything has been recorded, and all information is correctly included in the notification, click “Make decision” to finalize the application.
Please note: By clicking “Make decision”, your entries are saved permanently and can no longer be changed. If it becomes necessary to reset the decision, you will need to contact the BZE department. The case can be reset to “Decision required”, allowing you to make changes again.
11. Informing the applicant
After the final “Make decision” action, the digital notification is stored overnight in the applicant’s student file. The applicant will receive an e-mail informing them that the notification is now available.
Entry of admission or rejection
The BZE department accesses this notification in the student file and then proceeds with either the enrollment or the rejection of enrollment.
